BSNL Billing

My landline no : 03324320471. It is dead since 31st August 2019. I submit complaint with BSNL on 4/9/19 having complaint number 15150280292. Till date no service received.
In the mean time bill has been sent for the pd 06/08/19 to 6/9/19. The period for which I have not got any service, why shall I pay for it. Please revise my bill
Please take note that the period of phone in dead condition shall be excluded from the bill. Pl look into the matter and resolve.
It is also mentioned that my mail id cannot be edited.
It shall be " [email protected]" instead of " [email protected]". Contact 9231823485
