D2H Charged for non installation of d2h

About a year back we had intimated Videocon about change of address.. However the lineman did not do the installation but charged for Rs 450
Yesterday we had raised a request for installation of Videocon d2h..we had intimated by the customer care officer that account is in negative balance.. When there was no installation done how come it was charged.. Very poor service we had seen..
Request the reversal of Rs.450 immediately.
