IRCTC CUSTOMER CARE Payment made but ticket not generated

I tried to book a ticket from Amritsar to Delhi, class 3rd AC, Journey date 20/04/2019 Train no. 12926 at the railway counter at Sri Ganganagar Rajasthan on 31st March 2019. The railway staff swiped my credit card. Amount 1510.00 got debited from my credit card but ticket was not generated. .
Since that day, I’ve tried to contact all your helplines phone numbers and all the email ID but everyone asks me to contact someone else.
I’ve come to the point where I really don’t know whom to take this matter to. Also, the helpline number given to me for this issue is always no reply.

I’m attaching all the relevant proofs and documents. Kindly have a look into this matter and process my refund of RS. 1510 at the earliest. Your prompt reply will be highly appreciated.
