Tata Power Company Limited Complaint - Frequent Power Failure

This is with reference to Consumer No. 900000438431 (Old no 2357433) of Tata Power Company Limited (TPCL), in Mumbai. In my area (Borivali East, Mumbai, Maharashtra), we have been facing frequent power failure from last almost one month. I have registered number of complaints with the TPCL complaint number on the bill 1-800-209-5161. Every time I call up for new complaint and to get the status of previous complaint, I am getting an answer that the "Complaint is under Process".
In spite of repetitive complaints and follow up, the issue is not yet resolved. If I ask for contact number of any senior personnel, I am told that they are not authorised to give number of seniors neither the email ID of any senior is shared.
My recent complaint number with TPCL is 1898684. Even the company is not providing complaint status on the Registered Mobile Number with the Company.
Now I am really fed up of this frequent power failure and follow up with the TPCL complaint number. Need help to get the issue resolved.
Now a days we have costly electronic equipments in everybody's home. Due to this frequent power failure, if any incidence happens with the electronic equipments, then who shall be held responsible?
When the TPCL is charging me with monthly fixed charges as well as energy charges and other number of charges and taxes, am I not suppose to get undisturbed power supply?
